In Wisconsin, bankruptcy filings raised to 30 percent in 2009. This came on top of a 35 percent increase in the preceding year.

This is because there are just so many ways for a person to take advantage of foreclosures and lower interest rates, bearing in mind that your goal should be to buy low and sell big. Of course, you also need to try and balance your profits with the current state of the economy.
